Abstract

The development of information technology has made the internet a primary means of obtaining information, communicating, and expressing opinions. In certain situations, the government restricts internet access with the aim of protecting national security, public order, and the public interest. However, this policy often sparks debate because it can undermine the legitimacy of government power and the implementation of human rights. This study aims to examine how policies restricting internet access affect the credibility and authority of the government, evaluate whether these policies are in accordance with human rights principles and a democratic legal system, and analyze the ethical boundaries that the government must adhere to in implementing these policies. The research method used is normative legal research with a statutory and conceptual approach, supported by a literature review. This study shows that the legitimacy of policies restricting internet access depends heavily on a clear legal basis, a legitimate objective, and the application of the principles of proportionality and accountability. From a human rights perspective, restrictions on internet access should only be permitted if they are carried out in accordance with the law, are necessary to protect legitimate interests, and respect citizens' rights to information and freedom of expression. Therefore, the state must implement internet access restrictions clearly, in a balanced manner, and in accordance with the principles of a state based on law and democracy.
